Asking the Wife If She Wants Talaaq

I would like to find out that if a person does not know much about how talaaq works and is not aware whether asking the wife if she wants a talaaq, constitutes Talaaq, does the talaaq come into effect? I was told that by asking if she wants the talaaq then the first one is given. I was not aware of this and I didn’t know.
