Q. Can I give my Zakaat to Muslim workers that are paid a measly salary? A. If these Muslim workers are struggling to feed their families with their “measly” income then it is permissible for you to give them Zakaat. Furthermore, it is necessary to ensure that they do not own excess items, such as TV, ornaments, etc., or items on which Zakaat is waajib, such as jewellery, to the value of the Nisaab of Zakaat.
